- Mr. Whitaker is an Environmental Scientist with a specialty in aquatic and surface water processes. Mr. Whitaker also manages projects and the technical protocols associated with the design of field data collection and analyses. Mr. Whitaker has expertise in Section 404 of the Clean Water Act (CWA) waters of the United States and wetland regulatory permitting, including state waters (Section 401 CWA). Mr. Whitaker has developed and monitored compensatory mitigation sites and plans utilizing the US Army Corps of Engineers (Corps) 2006 Mitigation Guidelines. Mr. Whitaker is proficient in NPDES Permits, Stormwater Pollution Prevention Plans (SWPPP) and State 401 water quality certifications and compliance processes through the State of Nevada - Nevada Division of Environmental Protection and the California State Water Resources Control Board, including the Lahontan Regional Water Quality Control Board.
